1966: Issued 1/2/1966 (usually began 4/1 every other year).
Monthly Staggered Registration began March 1982, expire "JUN 82"
to "MAY 83", according to last digit of 1976-81 base:
1 - 6 = JAN - JUN (JUL and AUG not used)
7 - 0 = SEP - DEC "JUL 87" and "AUG 85" seen.
New registrations 1982-89 assigned previous month of next year, and
since 1990, likewise or the same month of next year if registered
after the 15th of month.
